New release - v0.1.1.8 update

First update for the new year. Just a couple of updates in this release.

• News reports now showing in new newspaper graphic (initial attempt).  
• Now limited to 2 insurgency actions (or 1 extreme). This stops spamming insurgency support on every country each turn, so now more thought required.
• Nations friends and enemies now have more influence in potential relationship changes.
