v0.0.0.69 - More laser power! New overlay & GFX improvements

Quite a few updates this time. 

• Lasers use more power if available, and do more damage if so. Turrets do have to be in good condition though, and gives extra thought with power management (batteries now more useful).
• Have damage gfx on tiles now. Quite basic at the moment, but at least a visual clue to whats going on.
• Damage overlay addition also helps with that.
• Improvements with meteoroids, they now have some better effects on them, and have better collision maths going on (they bounce more realistically). Oh and better random generation, now from all directions and in groups.
• Balancing - Have upped solar panel generation (at least until i add in alternate power sources).

Next up

• Going to look at the Mining Unit - think a build extra mining bot would be a good addition. I know there is a current 'cheat' where you build extra mining units, then delete them for extra mining bots! Need to resolve that.
• Damage still needs to have an impact (doors break/hull leaks o2). And should droids take damage?
• Expand droid maintenance bay -  Allow custom fix priorities and custom jobs. And fix droids if damaged.
